FY2024 audited results

FY2024 Audited

From the county's audited Financial Report for the fiscal year ended December 31, 2024 (Mauldin & Jenkins, LLC; unmodified opinions). Two accounting bases appear in that report — governmental funds (modified accrual) and government-wide (accrual) — and every table below carries its basis label, because the two sets of totals differ by design.

Read FY2024 with this first: the year's results are dominated by a one-time state ARPA Drinking Water grant. Governmental funds recognized $45,088,347 of that grant plus $7,500,000 of contributions, spent $54,731,704 of capital outlay in that fund, and transferred $55,085,413 to the Water & Sewer enterprise (capital contributions $67,505,445). Governmental fund balances fell $17,256,455 (−26.5%) because grant-funded construction outpaced revenue recognition. FY2024 revenue, expenditure, and fund-balance changes are not recurring operating performance.

Net position — government-wide basis (accrual)

Statement of Net Position, December 31, 2024. Total net position is 98.8% net investment in capital assets ($348,557,268, including $301,586,186 of construction in progress for the water/sewer build-out) — unrestricted net position is a deficit of −$27,561,595. The business-type deficit reflects GEFA-note-financed construction not yet in service.

The MD&A attributes the growth from original to final budget largely to tornado-related road and facility work (Roads final budget $12,557,108 vs original $4,338,838) and insurance-reimbursement revenue (Miscellaneous final budget $9,460,673 vs original $177,500; actual miscellaneous $6,585,614 — "primarily due to insurance reimbursements received in fiscal year 2024 for damaged properties incurred from the April 5, 2022 tornado").

Unincorporated Services Fund and ARPA Drinking Water Fund

Unincorporated revenues — original / final / actual$9,030,700 / $9,259,350 / $9,499,512
Unincorporated expenditures — actual$8,797,057
Unincorporated net change+$473,910
Unincorporated ending balance$7,155,065
ARPA Drinking Water revenues — budget / actual$90,000,000 / $52,597,323
ARPA Drinking Water capital outlay — actual$54,731,704
ARPA Drinking Water ending balance−$2,608,425 (deficit)

The ARPA Drinking Water actual revenues are intergovernmental $45,088,347 + contributions $7,500,000 + interest $8,976. The fund spent ahead of grant recognition, which is why it ends the year in deficit.

Disclosures & caveats

Everything a careful reader needs to interpret the figures above — including four defects in the budget book itself, disclosed here rather than silently corrected.

How to read these numbers

  1. Two fiscal years, two statuses. Bryan County's fiscal year ends December 31. FY2026 figures are an adopted (planned) budget; FY2024 figures are audited actuals. FY2026 adopted figures are never presented as results, and FY2024 audited figures are never presented as "the budget."
  2. The FY2026 headline is an expenditure total. The budget book's "$173,496,000 budget" is total adopted expenditures. Total adopted revenues are $178,528,500 — $5,032,500 more, entirely in Special Funds (revenues $125,058,200 vs expenditures $120,025,700), where capital-fund receipts are budgeted ahead of project spending. The book's Budget in Brief labels its third fund group "Special Revenue & Capital Funds — $120,025,700," which is that group's expenditure total; its revenue total is the $125,058,200 figure. Every figure on this page is labeled revenues or expenditures.
  3. FY2024 is dominated by a one-time grant. See the callout at the top of the FY2024 section: a $45,088,347 state ARPA Drinking Water grant, $7,500,000 of related contributions, $54,731,704 of capital outlay in that fund, and a $55,085,413 transfer to the Water & Sewer enterprise drive the year's revenue, spending, and fund-balance changes.
  4. Two accounting bases. Fund-basis (modified accrual) and government-wide (accrual) totals in the Financial Report differ by design. Each table on this page carries its basis label; totals from different bases are never summed or compared without the label.
  5. Net position is mostly construction. Of the $352,665,566 total net position, $348,557,268 (98.8%) is net investment in capital assets, including $301,586,186 of construction in progress for the water/sewer build-out. Unrestricted net position is a deficit of −$27,561,595 (governmental +$21,626,124; business-type −$49,187,719), reflecting GEFA-note-financed construction not yet in service.
  6. Millage. The 5.770-mill county rate is printed in the FY2026 budget book's Community Profile as a "current" rate that the FY2026 budget maintains; the book also states the Board has either rolled back or maintained the property tax millage rate for nine consecutive years. The book's ten-year millage table is a graphic that could not be text-verified, and the FY2024 Financial Report prints no millage — so no millage history is shown, and the rate is stated only as "5.770 mills (FY2026 budget book)."
  7. Population. The only population figure in either source document is the budget book's "estimated 52,364," printed with no source or reference year. It is labeled on this page exactly as that: a budget-book estimate. No Census or other external figure is substituted.
  8. Deficit funds. SPLOST VII (−$2,947,668) and the ARPA Drinking Water Fund (−$2,608,425) ended FY2024 in deficit, against future sales-tax and grant receipts as those cycles close out; the previously major ARPA Fund was folded into nonmajor funds in FY2024. Both deficits are shown as printed in the fund-balance table.

Defects in the source documents, disclosed

  1. Offsetting $600,000 errors in the budget book's expenditure-by-class table (p. 37). "In the adopted budget's expenditure-by-class table, the Purchased/Contracted Services and Supplies rows contain an offsetting $600,000 misallocation between their fund components and printed row totals; fund totals and the $173,496,000 grand total are unaffected." In detail: the Purchased/Contracted fund components sum to $13,637,950 against a printed row total of $13,037,950 (+$600,000), and the Supplies components sum to $6,289,250 against a printed total of $6,889,250 (−$600,000). Every fund column foots and the two rows' components combined equal the two printed totals combined, so exactly one $600,000 component sits in the wrong row within one fund column. The table on this page shows the book's printed row totals.
  2. Omitted Fines row in a Countywide summary table (p. 43). "One summary table in the adopted budget omits the $2,225,000 Fines line from its Countywide revenue list while including it in the total; the complete class table is shown here." As printed, that list's six rows sum to $40,742,000 against a printed total of $42,967,000 — short by exactly the $2,225,000 Fines, Forfeitures & Penalties class, which appears in the all-funds revenue table (p. 36) and in the fund's own line-item detail. The printed total is correct; the row list is incomplete.
  3. Personnel Summary count discrepancy (pp. 38–39). The book's department board-member counts for 2026 (Countywide 22 + Unincorporated 12 + Special 0) sum to 34 against a printed total of 29; the 2024 and 2025 columns foot to 29, and the Unincorporated count rose from 7 to 12 in 2026 without the total being updated. (The full-time 417 and part-time 50 totals for 2026 foot exactly.) This page publishes no personnel figures.
  4. Two ratio wordings in the Financial Report's MD&A. The MD&A states the General Fund's unassigned balance of $20,221,787 is "44.8% of total General Fund expenditures" — that figure recomputes exactly and is the one used on this page. A separate passage's "43% of annual expenditures and transfers out" is consistent only with the unassigned balance over that broader denominator, not with the total fund balance its wording suggests, so it is not used. The MD&A also states the FY2024 governmental fund-balance decrease of $17,256,455 as both "26.5%" and "27%"; recomputed against the $65,078,708 beginning balance it is 26.5%, the figure used here.

  3. Extraction note. The FY2024 Financial Report could not be downloaded directly — the county's CivicPlus host blocks direct PDF download — so its figures were extracted from the publisher's web text rendering of the same document. Every audited figure used here was verified by at least two independent additions within the report (cross-statement and cross-table ties), but the audited figures remain subject to spot re-verification against the PDF itself.
  4. Verification. All figures on this page were arithmetically cross-checked against their source documents before publication (171 checks; the only failures are the budget-book presentation defects disclosed above, in each of which the governing total is confirmed by other tables in the same document).
